Council hires Barry Islet to finish park master plan and support state grant submissions

Millersville Borough Council voted to contract with Barry Islet and Associates, Inc., to complete the borough’s park master plan and to support grant application submissions to the Pennsylvania Department of Community and Economic Development (DCED) and the Department of Conservation and Natural Resources (DCNR).
The borough’s prior consultant, URDC, closed Jan. 30 and left the park plan incomplete, the borough manager told council. Because the project lacked a completed site development plan — an engineer-prepared element required for grant applications — the new consultant will finish that work before staff submits grant applications. The borough had budgeted $8,000 for completion and grant support this year; the manager said the Barry Islet proposal is about $4,000 above that amount. Council approved the contract by voice vote.
The manager said Barry Islet will help complete the master plan, return a draft to council for final approval (the council must approve the master plan before grant submission), support the grant application process for DCED and DCNR, and may serve as project manager if the borough selects them for construction oversight. The manager also said the borough attempted to obtain URDC’s files but that URDC provided no usable raw files.
Council members asked about the overrun and the availability of funds; the manager said the borough has funds in the account to cover the additional cost and that the overrun was around $4,000. The manager moved that staff continue with the Barry Islet contract and proceed toward grant applications; council approved the motion.
