Council approves multiple ordinances on smoking, animal welfare, zoning and other items

At its Feb. 25 meeting the Norman City Council approved multiple items by unanimous votes or by clear majority, including a consent docket covering routine matters and several ordinances addressing tobacco and vaping, municipal property restrictions, animal-welfare code updates, and zoning matters.

Consent docket: Council unanimously placed items 1 through 11 on the consent docket and approved them in a single motion.

Tobacco, vaping and municipal-property restrictions (Items 13–15): Council adopted several ordinances to tighten smoking and nicotine-product rules and to pursue grant funding incentives for parks. The package: - Prohibits smoking, vaping and marijuana smoking on municipal property and adds municipal vehicles to the ban for city property; - Updates definitions to include nicotine products and clarifies enforcement authority consistent with state law; - Adds a zoning restriction prohibiting new tobacco or e-cigarette retailers within 300 feet of any playground, school or facility primarily used by persons under 21, while preserving existing legally nonconforming retailers. Animal-welfare and related code changes (Items 16 and 18): Council codified the Animal Welfare Oversight Commission (Item 16) and approved a separate ordinance updating animal-welfare code sections (Item 18). Changes include new definitions for abandoned animals and community‑cat caregiver roles, repealing pet-license requirements in favor of microchipping, and requiring accreditation for certain exotic-animal facilities. Both ordinances passed unanimously.

Other land-use votes: - Rezoning at 428 Buchanan Avenue (Item 19): Council approved rezoning the property to a Center City Planned Unit Development to permit a four‑story residential building with ground‑floor commercial potential. The applicant said the project relies on off-site leased parking and modest front setbacks to meet fire-lane and ladder‑truck access requirements. The rezoning passed unanimously. - Special-use permit for Wildwood Community Church (Item 20): Council approved a site-plan amendment that allows a roughly 12,000-square-foot student center and gym on existing impervious parking area; the applicant requested a waiver of an 80% masonry requirement because the building will sit back from the street and be largely screened by the Wildwood Greenbelt. The ordinance passed unanimously.
