The Hanover County Board of Supervisors moved through multiple planning public hearings on Tuesday, approving several conditional use permits, rezonings and special exceptions after staff presentations and largely unanimous votes. The votes included county facility expansions, commercial rezoning, a switching substation, and site-specific amendments.
Key approvals included: - Amendment of a conditional use permit for the county's Bruce Center (Public Utilities) to add a vehicle storage building, gravel yard and parking expansion; the Planning Commission recommended approval 7-0 and the board approved the CUP. - Rezoning of a property on Kings Acres Road from B-3 to M-2 (light industrial) to allow sale of larger commercial trucks (above the B-3 19,500-pound limit); the applicant proffered use limitations and enhanced buffer and signage conditions; Planning Commission recommended approval 7-0 and the board approved the rezoning. - Conditional use permit and a special exception to permit a substation in the Beaver Dam District and a taller security fence (up to 12 feet); staff noted the site would serve a large King William solar facility and link into Dominion Energy transmission; the Planning Commission recommended approval 7-0 and the board approved both the CUP and the special exception. - Rezoning and special exception in the Ashland District to allow an RV sales business in the North Lake development (rezone to M-2 and two access drives to Sunshade Lane); the applicant proffered elevations, landscaping and signage and the Planning Commission recommended approval 7-0; the board approved both items. - Amendment to proffers and conceptual plan for the Santee Farm RC subdivision (Cold Harbor District) to reduce the internal trail network and eliminate a previously accepted small cash proffer (project is under 40 lots, consistent with current county proffer policy); the applicant added two gazebos and agreed to 6-foot mulch trails; the board approved the proffer amendment.
All of these items were recommended by county planning staff and the Planning Commission and passed the board by voice votes after public hearings with little or no in-person opposition. The board did, however, defer a contentious rezoning in the Brown Grove community (see separate article) after extended public comment.
Supervisors and staff emphasized that approvals included conditions and proffers to control buffering, lighting, fence height, tree preservation and construction standards; board members said those conditions were central to finding compatibility with surrounding uses.
