Riverside mayor says city has reached “functional zero” for youth homelessness after 33-unit supportive housing project

“We have ended youth homelessness. We've reached functional 0 for this population, and we're seeing more exits than entries,” Mayor Patricia Lochdoff said, describing a local strategy that identified 57 young people on the coordinated-entry queue and combined immediate shelter, rapid rehousing case management and permanent supportive housing.
Lochdoff credited local partners and the city’s Housing Authority for completing Aspire, a 33-unit permanent supportive housing community that she said was finished the prior month and now houses formerly homeless young people with access to employment and education services through Riverside County Workforce Development and Riverside Community College.
She described biweekly case conferencing with 18 partners as a continuing feature of the city’s coordinated response and said the mayor’s challenge launched in 2023 focused city and nonprofit resources on the young people at highest risk of chronic instability.
Lochdoff introduced the city’s approach as an example of local practice that can be expanded with state funding and technical assistance. She turned to the governor afterward for the statewide accountability and grant announcements.
