District presents midyear LCAP update; board settles on ‘Pathways to Excellence’ and approves survey timeline

El Segundo Unified School District staff on Feb. 25 presented the midyear Local Control and Accountability Plan (LCAP) update and sought board input on a new district goals survey tied to the plan.
"This is year 1 of a 3 year plan," Marissa Janicek said, introducing the LCAP midyear report and reminding the board the presentation was a legal requirement. Janicek summarized the district’s three consolidated goals and said enrollment remains "fairly consistent, almost 3,500 year over year." She highlighted that one metric, chronic absenteeism, had decreased by about 3 percentage points since the prior year.
Janicek described the three district goals as focusing on student academic and social-emotional outcomes; parent and community engagement; and staffing, facilities and infrastructure. She said the LCAP pairs actions with qualitative and quantitative metrics and that many midyear metrics remain "in progress." Janicek also noted the district received one audit finding this year; she said improvements already are under way to prevent a recurrence.
The board then reviewed a proposed district goals survey that would solicit qualitative feedback from students (segmented by elementary, middle and high school), staff (classified, certificated and management) and the community. Dr. Johnson presented the survey structure and asked the board to refine language for the top-level goal area labeled "excellence." Board members discussed alternative phrasings and the proper emphasis for athletics, arts and career pathways.
After discussion, the board reached consensus to use the language "Pathways to Excellence" for the district’s top goal. President Frank Glenn confirmed the choice, explaining the board preferred a concise phrase that could function as an umbrella for academics, arts and athletics. The board also agreed by alphabetical convention to order the third goal as "Legacy of innovation and sustainability."
Board members suggested the survey include concrete examples to define terms such as "social emotional wellness" and "environmental stewardship" and recommended adding safety as an explicit bullet under the legacy/innovation grouping. Staff agreed to include illustrative examples and an "N/A" option for respondents who cannot assess some items. The district plans to finalize wording, with a staff member to send a final draft to Tracy for review, and to distribute the survey the week of March 3 with a target to report summarized results to the board on March 25.
No formal board vote was recorded on the survey language; the meeting record shows the board provided direction and consensus and staff will finalize and deploy the instrument.
"We will make sure there is examples there," Dr. Johnson said in response to a request to define social-emotional wellness for survey respondents.
The LCAP presentation and the goals-survey discussion are part of a broader planning and budgeting schedule: the board is scheduled to have a budget workshop March 3 and to review a draft LCAP in June for potential action later in the process.
Ending: Staff will return to the board after survey results are summarized; the board directed staff to draft clear, example-driven survey language and to include safety and an N/A option for certain respondent groups.
