Board advances multiple UDO text amendments as part of moratorium-driven planning effort

What was referred: The board referred for public hearing and Planning Commission review amendments to the Unified Development Ordinance (UDO) covering at least six subjects: gas stations, small-box discount retailers (commonly called dollar stores), vape stores, mini-warehouses/self-storage, short-term rentals, and data-center height and related supplemental regulations. Each amendment was submitted for a first reading and will proceed through public hearings and the planning process.
Why it matters: Commissioners and members of the public said they want clearer local controls to manage growth and commercial placement. One citizen urged a moratorium on housing to allow ordinances to be written and reviewed before additional development applications are approved; commissioners said they were pursuing moratorium-related steps and that a 120-day moratorium (for certain commercial categories) is currently in place for some items.
Staff explanation and timing: Planning and development staff said the UDO update (contract with CPL Architects, Engineers and Landscape Architects) will take about 18 months and that separate, subject-specific text amendments will run through the public hearing process. The board said these referrals were strategic to maximize moratorium time and to allow the Planning Commission and public hearings to proceed.
Next steps: Each text amendment will be scheduled for public hearing(s) by the Planning Commission and returned to the board for final readings and adoption.
