Sunbury council approves use of 'Summer Kickoff' special fund after public concern over nonprofit ties

The Sunbury City Council on Feb. 24 approved a motion allowing bills for the city's Summer Kickoff event to be paid from a special Summer Kickoff fund made up of vendor and sponsor proceeds raised by the event organizers.
The decision followed public comment from Victoria Rosencrantz of Sunbury, who said the process around Valley Fusion, the group organizing the event, had "got murky" and asked the council for clearer communication and transparent handling of funds. Rosencrantz said she had helped with the event previously and that a social-media post had implied the city was financially supporting the nonprofit, which she said created confusion.
Council members and event organizers discussed how the event fund is structured. City staff said the line item labeled for Summer Kickoff consists of donations, sponsorships and vendor fees held in a special account and is not regular general-fund budget money. Organizers said those dollars have been raised specifically for the event over the last two years and asked that the city either release the account funds to their group or pay event bills directly from the account so that the fundraising remains tied to the event.
Council agreed that bills related to the event should be paid from the special account first; if the special account is exhausted, any additional city support would require a future council vote. Council members also asked that the event group provide a financial report after the event showing how donations were spent.
During the meeting a council member said that last year's event spending exceeded the operating budget by roughly $8,400 and that organizers now have roughly $8,000 remaining in the special account for this year's activities. An organizer told council she had been told, in a recent conversation with the treasurer, that the special account held about $14,000 several weeks earlier; she said she did not have a precise, up-to-the-minute figure.
Council approved the motion allowing expenditures to be paid from the Summer Kickoff fund and asked staff and event organizers to clarify accounting and to provide a post-event financial statement for transparency.
