Board approves consent calendar (items 2–47); includes Bloomington waterline funding and animal-services JPA

- Bridal Resource Center of the Inland Empire JPA (Consent item 30): The board approved a Joint Exercise of Powers Agreement with the cities of Ontario and Chino to provide animal‑control and sheltering services through the Bridal Resource Center of the Inland Empire. Public commenter Margaret Cashin urged more emphasis on trap‑neuter‑vaccinate‑release (TNVR) programs for community cats and expressed concerns about animals being transferred among shelter jurisdictions.

- Acceptance of U.S. Department of Justice funding (Consent item 37): Natalia Saka, regional policy advocate for the Coalition for Humane Immigrant Rights (CHIRLA), urged the board to reject a $662,000 award from the U.S. Department of Justice’s State Criminal Alien Assistance Program, arguing the county should prioritize housing, mental‑health and homelessness services over funding that supports detention of undocumented people. The board did not remove the item from the consent calendar; it passed as part of the package.

Board action and vote: Supervisor Hagman moved to approve the consent calendar; Vice Chair Baca seconded. The board voted in favor; the clerk recorded the consent calendar as passing unanimously with Supervisor Cook absent.
