Board told intermediate school renovation bids come in under budget; district recommends low bidders and selected alternates

Dan Engen of Draw Collective presented the intermediate school additions and renovations bid results and recommended awarding the prime contracts and a set of add alternates that, together, total $16,615,800. Engen told the board the district received 25 bids and that overall the recommended package falls below the project budget target range of $18 million (low) to just over $20 million (high).
Engen reported four prime contracts (required separations): general, plumbing, HVAC and electrical. He identified R.A. Glancy and Sons as the lowest responsible bidder for the general‑construction prime, with the recommended general contract (including the highlighted alternates) at $9,652,800.
Plumbing low bidder was First American Industries at $964,000. On HVAC, First American’s total with recommended alternates was $2,909,700; Regalia Mechanical (spelled in bid tabulation as Regalia) was the comparable low base‑bid contractor before alternates and totaled about $2,966,500 with alternates. Engen said the recommended HVAC alternates include a chiller replacement that maintenance and engineering recommended.
Merit Electrical Group was the low electrical bidder at $2,494,000. Engen reviewed several electrical alternates: the electrical hookup for the chiller (E1), booster antennas for cell coverage at the middle and high schools (E2 and E3), surveillance camera replacement (E4), clock replacement (E5), speaker removal/communications work (E6), and a lighting fixture manufacturer change (E7). The board material highlighted E1–E7 as recommended alternates for inclusion; Engen reported the recommended electrical package with those alternates at $3,089,300 and reiterated the $16,615,800 total with recommended alternates across all primes.
Board members asked about bid vetting and how alternates can vary among bidders. Engen explained unit prices and subcontractor pricing can cause variability and said the district’s construction team, including PJ (staff member), will review contract documents and monthly payment applications after award. He noted that once under contract, bidders “own” what is in the specifications and change orders are addressed through the contract process.
Later in the meeting the board approved construction items 1–5, a motion that followed Engen’s presentation and the recommended contract package.
