City parks department cleared to add two dugout covers at John Paul Park

The Madison Historic District Board of Review on Feb. 24 approved a Parks Department proposal to install two open-sided dugout covers at John Paul Park, 500 West Third Street, to support adult softball play downtown.
Christian Hansen, representing the Madison Parks Department, described the proposed structures as open on all sides with black square steel posts, black metal roofing and treated lumber framing and benches. The covers are intended to be simple, durable and reversible components while larger park renovations are studied.
Board members examined guidelines for gazebos and pergolas and found the dugout covers would not obscure views, damage historic structures or significantly alter public views. A board member recommended hurricane clips and bolting practices to resist wind uplift; Hansen said the design would include three posts per cover and appropriate anchors.
Following findings of fact, the board voted unanimously to grant a certificate of appropriateness. Staff told the Parks Department to coordinate mounting details and anchoring with building inspectors and to pick up the certificate from the Historic District office.
The board noted the project is modest, intended to support existing recreational use, and compatible with the park setting. The board encouraged the Parks Department to consider materials and finish details that minimize visual intrusion.
