BARGERSVILLE, Ind. — Bargersville town council approved several event, park finance and contract actions at its Feb. 25 meeting and heard extended discussion of a drone show and park operating fund.
Key decisions
- Street closure for Death & Taxes Day (April 26): Council approved closing Herriman Street for the event, with the motion to require at least one week’s prior public notification (moved by Mister Rommel; second Mister Greenwood). Voting was by show of hands and recorded in the meeting as unanimous in favor.
- Temporary DORA vendor: Council approved Maloran Winery as a temporary permittee under the town’s DORA ordinance for the summer concert series (motion approved unanimously).
- Park bond anticipation note for turf soccer field: Council approved a resolution authorizing a bond anticipation note up to $2.5 million to fund construction of a turf soccer field; the town will own the land immediately and use park impact fees and donor payments to repay the note (motion approved unanimously).
- Grounds-care contracting: Council authorized procurement for grounds care with an approval not to exceed $10,600 and gave staff latitude to use an a‑la‑carte approach for specific tasks, with a recommended baseline mowing cost of $4,500 for the PD site (motion approved unanimously).
- Event and permit approvals: The council approved the weekly community bike ride schedule and appointed John Baird to the stormwater board. The council also accepted a performance bond (QC Communications) and approved an annual tornado-siren maintenance contract with ERS.

Drone show and sponsorships
Parks and events staff presented planning for “Stars Over Bargersville,” a proposed July drone show. Staff said one provider quoted roughly $45,000–$48,000 for a 300‑drone, 15‑minute program and that the town is pursuing sponsorships before signing a contract. "A drone show for 300 drones for about 15 minutes is 45 to $48,000," said Bree Barker, executive administrator.
Nonreverting park operating fund and park foundation
Staff proposed creating a nonreverting park operating fund to collect sponsorships, rental revenue and smaller operating receipts for park projects and events. Staff also noted the longer-term intent to examine a separate park foundation (a 501(c)(3)) to receive donations with greater flexibility.
Why it matters: The bond note and approvals set the financial path for town-owned sports facilities and expand the town’s event infrastructure; event approvals and a DORA vendor affect downtown activation and event logistics.
