BARGERSVILLE, Ind. — Bargersville department leaders presented condensed strategic blueprints at the town council’s Feb. 25 administrative meeting that lay out priorities, milestones and plans to convert goals into standard operating procedures by year-end.
The presentations covered the town administration’s overall mission and specific department plans from geographic information systems (GIS), parks and recreation, and public relations. The town manager said the intent is to write SOPs and process controls across departments so work is consistent and measurable by the end of the year.
Aaron Shaw, the town’s GIS administrator, told council members the “GIS is kind of a backbone of that,” describing the platform as a tool to “turn data into knowledge for the purpose of accurate decision making.” Shaw said the department will focus on maintaining datasets and the server backbone, expanding field data collection as the town’s utility footprint grows, and adding technician capacity and interns over the next 3–7 years.
Chris (parks director) summarized the parks department’s vision “to promote community health and well-being” and listed three priorities: systemizing park and facility maintenance, increasing community engagement through programs and events, and promoting environmental conservation. He and staff said parks still rely on contracted maintenance in places, that they are pursuing certified playground safety inspection, and that trail master planning and regional coordination are important next steps for connecting local trail segments.
Bree Barker, the town’s executive administrator who also oversees public relations, outlined PR goals to build public trust, modernize communications tools and boost event participation. Barker said the town’s app has roughly 2,000 downloads and is a priority channel for resident reporting and outreach.
Several operational items emerged during questions: a parks portable stage the town retains will be available for events; parks staff requested two part-time program assistants (seasonal cap of about 320 hours each) to reduce single-person burdens at events; and staff sought council direction on contracting for grounds care. The parks director asked for flexible contracting and said the department could operate within existing appropriations if approved.
Why it matters: The department plans formalize priorities — data management, parks maintenance and community outreach — and commit the town to producing SOPs and monthly written reports to council. Those steps are designed to make service levels measurable and to centralize information for capital planning, grant applications and event management.
What’s next: departments will deliver monthly written reports; GIS and utilities leaders will propose staffing adjustments as maps and utility records expand; the parks department will bring staffing and contracting requests to council as budget items; and the PR office will coordinate event outreach and live agendas.
