Commissioners approve no-cost contract reallocation for bat survey on Clinton Road bridge; project aiming for January 2026 letting

The Vigo County commissioners approved a no-cost amendment to an HWC contract that shifts funds from right-of-way engineering to environmental services to pay for an updated bat survey required for the Clinton Road bridge project.
Larry Robbins told commissioners the amendment simply moves existing contract dollars and does not increase the overall contract value. "This is a no cost change order. It's just moving money around in the contract from right of way engineering to environmental services. And that amount was almost $7,000," Robbins said.
Robbins updated the board on project timing, saying the county is in land acquisition and working to finish environmental documents for submission. "The goal right now is to be on a January 2026 letting, which would mean construction, spring of 2026 with hopefully completion by the end of 2026," he said.
Robbins also explained the need to refresh the bat survey because the previous one had a two-year validity period and had expired. He and other commissioners discussed the seasonal window for required surveys.
Commissioners moved, seconded and approved the contract amendment with unanimous assent.
Robbins noted the county will continue land acquisition, complete environmental documentation, and prepare project materials for the planned letting schedule.
