Weber County approves warrants, appointments, fair contracts, curling championship agreement and parkland transfer to North Ogden

The Weber County Commission on Feb. 25 approved a series of consent and action items including purchase orders and warrants, two trustee appointments, multiple entertainment contracts for the 2025 Weber County Fair, a contract to host the 2026 LGT World Men’s Curling Championship at the Weber County Ice Sheet, a three‑year Dino Encounters exhibit agreement and the conveyance of a tax‑sold parcel to North Ogden City for a public park.

Why it matters: The actions move forward event planning for the county’s major annual fair and a large international skating/curling event, allocate routine county spending, and transfer county-owned land for park development under conditions meant to ensure public use.

Routine financial approvals: Commissioners approved purchase orders totaling $113,109.77 and warrants in the neighborhood of $1.9 million. County staff summarized the top expenditures: roughly $45,000 (40% of PO spending) for the library (books, materials and maintenance), $32,000 for transfer station equipment (new tires for the main loader) and $17,000 for roads department electrical work. Warrant totals included payments for paramedic services, human services, contracted public-defender services and top vendors such as Bridal Core Health Strategies, Ogden City Corporation, Weber Human Services, Weber Fire District and Roy City.

Appointments and interlocal items: The commission appointed Marlon Kirby to the West Weaver Taylor Cemetery District (Resolution 11-2025) after a roll‑call vote recorded in the transcript as in favor by Commissioner Gage Frower, Commissioner Jim Harvey and Chair Sharon Bullos. The commission also approved two trustee appointments to the Little Mountain Service Area governing board (Resolution 12-2025), reappointing Commissioner Gage Frower to one seat and appointing Matthew Hatch to another; both appointments will expire Dec. 30, 2028.

Events and fair contracts: The commission approved multiple contracts to stage performances and exhibits at the 2025 Weber County Fair, including agreements with Flipping Out Trampoline Show, Matt Bergen (bubble tower), Living Zoltar, World's Funnest Production (free photo booth and kids stage shows) and the Utah Gay Rodeo Association (Golden Spike Event Center arena rental). The board approved a contract with DeBracy Productions (Bill Birch) to present a jousting show during the fair; presenter Ashton Wilson said the new warm‑up arena will allow simultaneous events in two riding arenas and described the jousting show as a free, family entertainment offering. The commissioners also approved a three‑year contract with Dino Encounters, which staff said will occupy about 21,000 square feet at the fair’s Kids Zone and include hands‑on education exhibits and inflatable activities; staff said a ramp grant application has been submitted to help fund the exhibit.

World Men’s Curling Championship and venue: The commission approved a contract between Weber County, the World Curling Federation and the local organizing committee (including the Utah Olympic Legacy Foundation and Ogden City) to host the LGT World Men’s Curling Championship at the Weber County Ice Sheet March 28–April 4 (or April 5), 2026. Marty Smith and county staff credited multiple partners, including Weber State University for security and the Utah State Sports Commission for funding assistance; commissioners said using the county ice sheet for an international event underscores the Olympic legacy of local venues.

Parcel transfer to North Ogden City: The commission approved an interlocal agreement to convey Parcel 16-049-0130 (a tax‑sale parcel just over 4 acres) to North Ogden City for $12,527.96 (the tax amount owed when the county struck the property off at tax sale). County staff member Sean Wilkinson told commissioners the city must develop the property as a public park within 10 years and provide restrooms and a drinking fountain; from the time the park is installed it must remain a park for 20 years or the property reverts to Weber County under a reversionary clause. Wilkinson noted the parcel is currently landlocked and will require future development to create road access.

Public safety training: The commission approved a contract between Weber County (Sheriff’s Office) and Weber State University to purchase a summer 2025 police academy slot for local recruits. Lieutenant Christy Rowley said the arrangement is the same as the prior year but moves training closer to home for recruits and reduces travel costs for the Sheriff’s Office; staff said the county hopes to send about 15 recruits to the academy.

Votes and motions: Most items were approved by motion with recorded voice votes or roll calls. Consent items F1–F12 were approved on a motion and second and carried by voice vote. Resolutions 11-2025 and 12-2025 (trustee appointments) passed on recorded roll calls as noted above. Contracts for the curling championship, fair entertainment and the police academy were all approved by motion and carried.

What’s next: Staff will finalize contract details as needed. For the parcel sale to North Ogden, the city will begin park planning and must comply with the 10‑year construction and 20‑year park operation provisions in the interlocal agreement.
