The Roswell City Council committee voted unanimously Feb. 25 to authorize the mayor or city administrator to sign an intergovernmental agreement with Fulton County for the Woodstock Road multi‑use trail Phase 1 and to accept reimbursement for waterline relocation, approving budget amendment BA35042200 for $1,223,520.
The agreement covers utility relocations identified by Fulton County during design work for the trail. “Fulton County's estimate is $1,200,000,” said Mr. Littlefield, a city staff member presenting the item, adding that the county has completed its design and the waterline relocations would be fully reimbursable during construction. “So no cost to the city.”
Staff said Phase 1 runs from State Route 92 to the area just east of Crabapple Middle School, south of Jones Road. The committee heard a timetable for Phase 1 letting and construction: letting (contract award) is anticipated in June or July, with construction starting late summer or early fall and lasting about 12 months. Panelists also said right‑of‑way acquisition for Phase 2 is already beginning and may take 12 to 18 months, making Phase 2 later than Phase 1.
Council member Christine Hall asked for a project timeline; Mr. Littlefield replied with the schedule above. After brief discussion the committee approved the motion. The motion was made by Council member David Johnson and seconded by Council member William Northland; the measure passed unanimously.
The agreement is for Phase 1 only; staff indicated a separate agreement will likely be required for Phase 2. The committee did not discuss detailed construction phasing or traffic impacts beyond the schedule and the reimbursement arrangement.
