Other council members suggested holding an open retreat or using a work meeting format that would be visible to the public; some preferred a retreat setting to allow extended, focused discussion away from the standard council dais.
The council agreed to plan a work meeting in March to preview department presentations and to hold a follow‑up, off‑site work session later in March (targeted date discussed as March 25, with a possible follow‑up week). Staff said they will draft a proposed agenda for the March work meeting and coordinate public noticing and venue logistics. Council members emphasized the need to prepare topics and to separate higher‑level guiding principles (vision, purpose, values) from near‑term actions and budget priorities.
