Wasatch County Council elects Carl chair, Eric vice chair and approves broad committee and SSD assignments

The Wasatch County Council elected Carl as council chair and Eric as vice chair and approved a broad set of council assignments to boards, advisory committees and special service districts (SSDs) during a lengthy Jan. 8 meeting.
Council reorganization: A motion to make Carl the council chair and Eric the vice chair passed on a recorded voice vote; council members voted in favor unanimously.
Committee and SSD assignments: Staff presented a consolidated, color-coded list of standing boards, ad hoc subcommittees and SSD governing and administrative boards. Council members debated who should represent the county on many external bodies and internal ad hoc committees, and the council approved an updated roster placing members on a mix of statutory and advisory bodies. Among notable organizational choices, the council consolidated several audit and tax review functions into a single "tax and audit" subcommittee and assigned Mark, Spencer and Carl to that group. The council also retained multiple county members as ex officio or representative seats on entities including public health, housing authority and transit-related boards.
New subcommittees and liaisons: The council agreed to create a CRA (tax-increment financing) subcommittee to respond to potential requests like the one the Black Rock Resort raised (the resort’s request for CRA consideration was discussed earlier but no formal application was before the council). The council also voted to formalize a Provo Canyon study committee and appointed Spencer, Luke and Mark to it. In addition, the council approved appointing a council liaison as a non-voting participant on the High Valley Transit/TAP board to improve coordination; Luke was named as the non-voting TAP liaison.
Motion and votes: The motion to approve the board and committee assignments was moved, seconded and approved by unanimous vote. A separate motion to add the Provo Canyon committee (Spencer, Luke and Mark) and give a TAP non-voting seat to Luke also passed unanimously.
Closed session and follow-up: The council approved a short closed session for personnel matters at the end of the meeting and closed the public portion after voting to go into closed session.
Why it matters: The reassignment of council members to boards and SSDs determines who is the county’s point person on public lands, water, public safety, transit, housing and other interjurisdictional issues. New liaisons and subcommittees formalize avenues for the county to respond to development financing questions and to coordinate multi-jurisdictional planning processes such as the Provo Canyon study.
What’s next: Staff will circulate the finalized, itemized list of assignments and update meeting calendars; council members and staff said they will continue to review the compilation annually and make adjustments as workload and priorities change.
