The Frederick County Planning Commission on Feb. 19 recommended approval of Rezoning 125 to rezone 6.6 acres of a roughly 9.83‑acre Neff parcel from RA (Rural Areas) to B‑2 (General Business), with proffers for transportation improvements and a contribution to fire and rescue.
Staff said the property lies within the county’s Southern Frederick area plan and the Sherando urban center designation on the long‑range land use map. The applicant has proffered to construct a minor collector roadway connection that would link the Fairfax Downs area to Double Church Road and to dedicate right‑of‑way along Double Church Road for any future widening. The proffers also include a contribution of $0.10 per gross square foot of new construction toward fire and rescue services.
“Again, this generally implements plan policy specific to transportation improvements,” staff said, while noting the applicant did not proffer site‑design details or limit the range of B‑2 uses. Commissioners discussed the surrounding pattern of commercial zoning along Fairfax Pike and the existing and planned development in Fairfax Downs and Sherando Green, and several commissioners said the proposed rezoning fits the emerging development pattern.
David Frank, representing the Neff family, said the rezoning is timed to consolidate commercial land fronting Double Church and support the planned collector road connection. There were no public speakers on the item.
Commissioners voted to recommend approval; the recommendation will be forwarded to the Board of Supervisors for final action at its March meeting.
Ending: If the Board approves the rezoning, the project will be subject to subsequent site plan review and any transportation improvements will be constructed per proffered commitments and county engineering standards.
