The House Education Committee on Feb. 25 discussed an $182,000 request from Hunger Free Vermont to support fiscal agents that help family home childcare providers draw down federal meal reimbursements. Committee members said the request aims to sustain and expand participation in federally funded meal programs for young children served in family home settings.
Members heard that the state currently relies on a small number of fiscal agents to administer federal reimbursements and that some sponsoring fiscal agents have withdrawn because current federal reimbursement levels do not cover administrative costs. Committee members described the request as small in budget terms but important for keeping the program running and allowing it to grow.
Committee members said Agency of Education staff, including Rosie Krueger (identified in the meeting as the person who runs the child nutrition program), support the request and indicated AOE could serve as an administrative fiscal agent. Members noted that operating the federal meal drawdown requires site visits and administrative work that current federal reimbursement does not adequately fund.
The committee agreed to include support for the request in its guidance to appropriations and asked staff to note AOE’s readiness to administer the program. Committee staff were asked to post the supporting documents to the committee’s community page so members can review further details.
