Frederick County Board organizes for 2025; elects vice chair, sets meeting schedule and makes appointments

The Frederick County Board of Supervisors completed its organizational business Jan. 8, electing a vice chair, adopting rules and a meeting calendar for 2025 and making committee and commission appointments.
Supervisor Leandro nominated Supervisor McCann Slaughter for vice chair; the nomination was seconded and the board selected McCann Slaughter as vice chair for 2025. The board adopted its rules of procedure (as previously adopted May 28, 2003, amended through Jan. 8, 2025, and applying a simplified version of Robert’s Rules of Order) after a motion and roll-call vote.
The board voted to name the county administrator as parliamentarian for 2025. It also set the regular meeting schedule as the second and fourth Wednesdays of each month at 7 p.m. in the Board of Supervisors meeting room at the County Administration Building, with the second meetings in November and December generally not scheduled because of holidays and with an alternate weather-related make-up policy.
Under board comments, Supervisor Lockridge moved that staff draft a resolution honoring the James Wood High School girls volleyball team for their state championship; the measure passed unanimously. The consent agenda and other procedural items were approved by roll call.
Appointments approved by the board included Linda Whitaker to the Board of Zoning Appeals (Gainsborough District), Thomas Blotoff to the Planning Commission to fill an unexpired term and the subsequent full term, and Gary Longerbeam to the Parks and Recreation Commission. The board also noted several other vacancies and procedures for nomination to extension-related and at-large positions.
Board members raised countywide operational matters during liaison reports and comments. Chair and board members discussed concerns about groundwater levels and Frederick Water’s progress on the Slowinski plant; the board noted half the county relies on wells and that groundwater remained at low levels despite recent precipitation. A citizen urged the board to increase public communication about aquifer conditions.
The meeting concluded with a motion to adjourn.
