- Applicants or applicant‑related parties may be invited to brief the commission during work sessions at the chair’s discretion, but these are not public hearings and will be limited in scope and time. - Commissioners who prefer not to meet privately may decline; staff will accommodate individual commissioner preferences. - When staff or commissioners meet with applicants outside formal hearings (for example, applicant briefings requested by a commissioner), planning staff will take notes summarizing the meeting and will circulate those notes to all commissioners.
Commissioners emphasized adherence to Virginia FOIA requirements; staff said notes are part of the record and that virtual access and live streaming provide additional transparency. Several commissioners said they will continue to attend public outreach meetings held by applicants but will not make commitments outside the public hearing record.
Staff will implement the approach going forward and will provide summaries of applicant briefings as requested.
