County to place land sale and multiple easements on next agenda; staff describe terms and impacts

Todd Woodbury and airport counsel Brian Wurst briefed the Spokane County Board of Commissioners on a joint resolution with the City of Spokane approving the sale of 14.24 acres and an option to purchase 17.96 acres of airport-surplus land to AT Acquisitions, and staff described several additional property and easement items to appear on upcoming agendas.
Woodbury said the 14.24-acre parcel is surplus to aeronautical needs and must be disposed because aeronautical funding cannot maintain non‑aeronautical land. He reported the sale price for the 14.24 acres is $2.55 per square foot, above the stated fair‑market value of $2.50. The 17.96‑acre option is priced at $2.50 per square foot; staff noted a city sewer and water line bisects that parcel, limiting buildable area. Woodbury identified the site roughly one mile west of the terminal complex near Hayford and McFarland Road and said AT has already developed adjacent parcels (AT‑1, AT‑2, AT‑3) with tilt‑up warehouse facilities currently occupied in part by Amazon and Prime Air.
Separately, Deborah Frickens briefed commissioners on two avigation easements required to complete the county’s training and emergency-vehicle operation course on the West Plains; she said those easements are routine and required to provide notice and protect navigation and safety for Fairchild Air Force Base and Spokane International Airport operations.
Frickens also described a proposed conveyance of a narrow right of way at the Colbert Transfer Station needed for County Road Project 3323; right‑of‑way staff valued that parcel and the transfer would route proceeds to the solid-waste department. In a related property matter, county staff described an easement request from Inland Power & Light to route underground distribution lines through Willow Lake Park to replace three wooden poles now in the lake; in exchange Inland Power agreed to extend power to the park’s southwest corner and provide a drop for future development.
Woodbury said the airport sale resolution will appear on next week’s agenda for formal action; the other items were presented as routine property, permitting and right‑of‑way matters and will be scheduled through normal agenda processes.
