Fauquier supervisors elect Kevin Carter chair, set yearly schedules and note FOIA-driven bylaw changes

Kevin Carter was elected chair of the Fauquier County Board of Supervisors and Rick Earhart was elected vice chair during the board’s organizational meeting on Jan. 9 in Warrenton.
The board also adopted a master list of annual proclamations to be considered at future organizational meetings and approved the board’s 2025 meeting schedule. Board members voted to postpone a final vote on proposed bylaw changes until next month after staff confirmed the amendments must be circulated at least 30 days before adoption to comply with state requirements.
The bylaw changes are mostly technical and seek to bring the county’s rules for electronic and virtual meetings into conformance with recent changes to Virginia’s Freedom of Information Act. Staff advised the board that the vote on adopting the bylaw amendments cannot occur until next month because the board must receive the proposed amendments at least a month before final action. Staff also noted removal of a provision that would have required agenda items to be submitted at least 10 days before meetings; staff said a pending state bill could prohibit agenda amendments after notice is issued and the county is monitoring that legislation.
In other organizational business the board accepted committee assignments and appointed Prashant Shrestha to a two-year term as citizen at-large on the Finance Committee; supervisors also confirmed a new practice of adopting an annual proclamations schedule at the organizational meeting. Board members briefly thanked outgoing and continuing colleagues and staff before adjourning.
"I nominate Kevin Carter to be the Chair of the 2025 Board of Supervisors," a supervisor said during nominations, and the board approved the slate by voice vote.
Staff will return the bylaw amendments next month for final action after meeting the 30-day notice requirement.
