Board OKs conditional use permit for Queen Hill Golf Course clubhouse replacement with health-department condition

Planning staff presented a conditional use permit application for Queen Hill Golf Course to replace its existing clubhouse with a larger structure that would provide dining, kitchen facilities, restrooms and a pro shop. Joyce Volk, planning staff, said the golf course is listed in the county's comprehensive plan as a tourist attraction and that the course had operated for many years under earlier approvals; under the current zoning ordinance, commercial outdoor sports and recreation in agricultural areas require a conditional use permit.
Volk said the existing clubhouse is about 1,288 square feet and the proposed new clubhouse is roughly 3,100 square feet. Staff recommended approval with conditions that the building be in substantial conformance with the conceptual plan and that a health-department approval confirm the existing wastewater system is adequate for the new building before building permits are issued.
An applicant representative spoke briefly and confirmed the petitioner will coordinate site-construction and building permits. Board members asked whether the health-department approval would be required before a building permit is issued; staff confirmed it would and that any future expansion beyond the approved footprint would require an amendment to the conditional use permit.
After a motion to approve with the staff-recommended conditions, the board voted by roll call to grant the conditional use permit.
