Joyce Volk, planning staff, said the existing carriage-house structure previously served as living space for household staff and was currently a nonconforming use; the applicant proposed an addition to move plumbing and mechanicals into a frame addition to preserve the original structure's interior and exterior appearance.
In explaining the request, Richard Treck described plans to relocate utilities into an addition on the rear of the carriage house and to restore interior and exterior fabric so the building reads historically from the front but provides modern living space behind. He said the carriage house has its own well and septic and the expansion would not create additional access points to public roads.
Planning staff recommended approval subject to conditions requiring that the accessory dwelling be constructed in substantial conformance with the plans submitted to the county and that no additional expansion of the accessory dwelling would be permitted without an additional application.
Following a motion to approve the permit, the board voted by roll call to grant the conditional use permit with the staff-recommended conditions.
The county will process building permits and health-department approvals as required before any construction may begin.
