Davis Hill Development seeks public hearing for 2.7‑MW Daisy Lane community solar project

Davis Hill Development presented a community solar special‑exception application for a proposed 2.7 megawatt AC project at 8209 Daisy Lane and requested the Planning Commission schedule a public hearing.

Will Thurman, a Davis Hill representative, described the project as a relatively small community solar installation on an older hayfield that is largely surrounded by forest. The company said the site would be seeded with pollinator‑friendly plantings and participate in the Virginia Department of Conservation and Recreation’s Pollinator Smart program. The applicant also said it expects to dedicate 30% of subscription capacity to low‑ and moderate‑income households.

Thurman said the project’s footprint would be roughly 12 acres with about 6,448 photovoltaic modules and that the interconnection route would largely use existing utility poles and an available three‑phase line near Dahlgren Road; staff advised that certain private easements and construction‑related road repairs may be needed if the route crosses private roads.

Commissioners noted the project’s relatively small size and low visual impact—Thurman said existing forest would screen most views—and discussed scheduling. The applicant confirmed there would be little on‑site staffing once the project was operational and that maintenance would be limited to periodic visits. The commission agreed to consider the application for a public hearing in March after staff confirms the application filing is administratively complete.

Staff will publish the public‑hearing notice and the application packet once the final materials are accepted as complete.
