James City County staff provided an update on the consolidated government center planning and a potential library addition.

Staff said the county signed a second interim agreement and scheduled a kickoff meeting with the builder group. Consultants (HGV) are preparing an addendum for programming and schematic design related to a library addition; staff said a traffic‑impact analysis is ongoing because library use creates different trip‑generation assumptions than office space. County staff also will form project working groups for employee input on lobbies, outside spaces and other internal features.
Staff did not anticipate major site‑plan changes tied to the library addition but said some parking or entrance adjustments could be required; the program and schematic design addendum will be presented to the board in coming months.
