Planning commission amends public-comment sign-in, meeting start time and adopts bylaws and electronic participation policy

The King George County Planning Commission voted to amend its bylaws and to change several meeting procedures, including making sign-in sheets available for people who wish to speak at public hearings and shifting the commission’s regular start time to 6:30 p.m.

Commissioners said the sign-in change is intended to preserve a record of speakers without imposing an inflexible registration requirement. Under the amendment the commission approved, “sign-in forms shall be available for persons wishing to speak, listing printed name, phone number and address and the application number or issue to be addressed.” The motion was seconded and passed unanimously.

Commission members also voted to adopt updated bylaws and an electronic participation policy. During discussion members said the electronic policy had been used only rarely and that, when requested, remote participation is treated as a personal matter subject to the commission’s review. The motion to adopt the electronic participation policy passed unanimously.

Separately, commissioners agreed to change the start time of regular meetings from 7:00 p.m. to 6:30 p.m. on the second Tuesday of each month; that motion passed by voice vote. Members said the earlier start is intended to help staff and members who have travel or work constraints and to encourage attendance.

The commission framed the package of changes as incremental updates meant to increase transparency and public access while preserving the body’s ability to manage meetings. Staff will incorporate the newly approved language into the published bylaws and public hearing procedures.

The commission closed the agenda item and moved to the next business on the agenda.
