James City County supervisors appoint 2025 chair and vice chair, adopt meeting calendar and assign regional liaisons

The James City County Board of Supervisors during its 2025 organizational meeting appointed a chair and vice chair for the upcoming year, adopted an organizational resolution that sets meeting times and the 2025 calendar, and assigned supervisors as liaisons to regional boards and commissions, the board voted unanimously.
The organizational resolution adopted by the board sets a retreat in February and adjusts the fall meeting calendar: a board retreat is scheduled for Feb. 7 at 12 p.m.; the regular November meeting was moved to Nov. 12; and the November business meeting was moved to Dec. 9 with a 2 p.m. business meeting and a 5 p.m. regular meeting, the clerk noted during the calendar discussion. The board also confirmed seating assignments: the chair will be seated to the right of the county administrator in seat 1 and the vice chair in seat 2.
Why it matters: the annual organizational meeting establishes board leadership, the public meeting schedule for the year and the county’s formal liaisons to regional bodies, all of which affect how and when county business and interjurisdictional coordination take place.
During the meeting the board made specific liaison and appointment assignments. The clerk read the appointments aloud; among the assignments recorded were: Michael Hippel as the county representative to several regional bodies (listed in the clerk’s roll-call reading), John McLennan and Ruth Larson designated for the School Liaison Committee, and Barbara Knoll named as the liaison to the Economic Development Authority, Williamsburg Tourism Council (alternate listings appear in the clerk’s reading), Hampton Roads Workforce Council, and the Virginia Peninsula Regional Jail Authority. The clerk recorded a motion to approve the list and the appointments were adopted by roll-call vote.
The board voted to enter closed session under provisions of the Code of Virginia to consider personnel matters related to county boards and commissions and to discuss the award and negotiation strategy for a contract concerning the joint operation of schools between the county and the City of Williamsburg. After the closed session the board returned to open session, certified the matters discussed met the stated closed-session purposes and then moved to approve the appointment list read in open session.
Other procedural actions recorded at the organizational meeting included a motion to adjourn and reconvene at 5 p.m. for the regular meeting; that motion also carried.
