Committee considers bill to eliminate supplemental manual for valuing agricultural implements

Representative Eric Tillman opened testimony on House Bill 108, which would eliminate the statutory requirement that the Department of Revenue produce a supplemental manual to value agricultural implements and machinery. “This bill will eliminate the requirement that the department develop and use a supplemental manual for valuing agricultural implements and machinery,” Tillman said.
Bryce Kautz, bureau chief with the Property Assessment Division, testified as a proponent on behalf of the Department of Revenue. Kautz said the existing statutory requirement dates to about 1990; the department currently uses a commercial service (EquipmentWatch) to look up equipment values and, where equipment is not listed, values items by acquisition year and cost and depreciates them like other personal property.
Kautz described the change as a simplification: removing an outmoded statutory requirement and aligning statute with the department’s practical approach. No opponents appeared and no informational witnesses raised objections. Representative Tillman closed the hearing and no committee vote is recorded in the transcript.
