Board delays West Petersburg rezoning after residents raise notice and floodplain concerns

The Dinwiddie County Board of Supervisors voted Feb. 18 to defer rezoning case PD-25-2, a request to rezone multiple parcels in the West Petersburg neighborhood from Residential Limited (R-1) to Residential Urban (RU), after neighbors raised concerns about notice and potential flooding impacts.
Planning staff and the applicants described the RU district as intended for the county’s older, small-lot urban neighborhoods and said the requested change would allow smaller lots and reduced setbacks to support infill and improvements to existing homes. Planner Haley Keane and staff noted the subject area is in the town-center designation of the county comprehensive plan; water and sewer capacity were reported as available.
Several residents said they had not received mailed notices despite the county’s normal practice of mailing adjoining-property notices and posting signs. Others asked about wetlands and a creek that runs behind a local body shop; staff replied that construction near wetlands would require federal/state permitting and that structures in a floodplain must meet elevation and foundation-opening requirements and obtain VDOT driveway permits.
Staff also acknowledged four parcels (listed in meeting materials) had been omitted from the legal ad and would have to return to the planning commission; the board agreed to re-advertise and consolidate the cases so the neighborhood and all owners can consider the full proposal together. The motion to table and double-advertise passed unanimously by roll call.
