Facilities committee approves RFP advertising for high school testing and greenlights Lutron software upgrades at two elementary schools

The North Penn School District Facilities and Operations Committee on Feb. 24 voted to advertise multiple procurement requests tied to ongoing capital work and approved software upgrades for two Lutron lighting-control systems at elementary schools.

The decisions advance pre-construction and maintenance steps for the district's multi-phase high school renovation and address aging proprietary lighting control firmware at two schools, actions staff said are needed to maintain building operations and safety.

Committee members voted, by voice, to: advertise for third-party testing and inspections required for high school Phase 1; advertise nine district services RFPs used for annual facilities work; and approve firmware/software upgrades to existing Lutron lighting-control panels at Montgomery Elementary ($11,232) and Hatfield Elementary ($8,530). Director McMurtry called the voice votes and declared the motions carried after committee members answered “aye.”

Bill Slaughter, who presented the procurement items for the committee, said the third-party testing requirement is separate from township inspections and ‘‘includes concrete testing, steel testing, and other visual observations’’ whose reports will be provided to the township. The committee then voted to advertise that RFP.

On the set of nine RFPs, Slaughter described those as a mix of required and preventative-maintenance services: EPA-, NFPA- and L&I-required inspections; asphalt and concrete repairs; snow removal beyond staff capacity; and a ‘‘job source contracting’’ option—hourly site and construction services the district may use for the high school project or other tasks when internal staff cannot perform the work.

Slaughter explained that asphalt and concrete RFPs will collect square-yard pricing for repairs and larger capital quantities, and that some work will be for emergency repairs (for example, potholes), and some work will come from the capital projects list.

The committee also approved upgrades to out-of-date Lutron firmware on two existing school systems. Slaughter said the Montgomery panel's firmware is no longer supported and recommended a $11,232 upgrade this summer; the Hatfield panel upgrade is $8,530. Committee members asked about the possibility of nonproprietary, open-protocol controls for future projects; Slaughter said the district is trying to adopt open-protocol classroom systems where feasible and is pursuing standalone, nonproprietary classroom controls for future renovations.
