Staff requests public hearings on 100-foot Cumberland Fire EMS radio tower and rezoning for Cumberland Industrial Park

Planning Department staff asked the Cumberland County Planning Commission to set public hearings for two separate items: a conditional use permit application for a 100-foot telecommunications tower to support Cumberland Fire/EMS radio upgrades, and a rezoning application for the Cumberland Industrial Park.
A staff member said the county received a 100-foot lattice telecommunications tower from the state police as part of a radio system upgrade for the Fire/EMS system and that the tower requires a conditional use permit (application CUP 24-02). The staff member said the tower’s originally proposed location in a field behind the sheriff’s office would not work because the state police determined the tower needed to be within about 50 feet of the building for wiring and connection to the IT room and generator. The revised site is “literally right next to the building, behind the building in the parking lot,” the staff member said, and staff requested that the commission set a public hearing for Feb. 24.
On the rezoning item (REZ2402), staff said the Cumberland Economic Development Authority, which owns the industrial park, requested the park be zoned to allow both M1 and M2 district uses. Staff told commissioners that many of the uses allowed in the M1 district would also be allowed in M2 and that the code amendment for the industrial park’s zoning would be advertised for public hearing. Because the planning commission’s December meeting was postponed, staff did not have time to advertise the code amendment for the current meeting and instead planned the hearing for Feb. 24.
Staff included maps and schematic materials from the state police in the meeting packet and said the state police visited the site on Jan. 2 and recommended the adjusted location for wiring access. The staff presentation noted the tower will be connected directly to the county building’s IT room and to the on-site generator.
Commissioners did not adopt either permit or rezoning at the meeting; staff requested the commission set public hearings and provided materials for review. The commission’s packet shows the conditional use permit application and rezoning materials on pages 8–55 and 64–66, respectively.
