The Walsburg Town Council discussed Nov. 7 seeking Community Development Block Grant (CDBG) funds for park restroom rehabilitation and storm-drainage projects and reviewed a compressed procurement timetable. Town staff said the procurement for an engineering firm must be advertised and completed before Dec. 15 to meet the CDBG application schedule.
Staff explained the program’s rules have changed: the town must procure engineering services independently rather than rely on an engineering firm to handle both procurement and application work. Mag (the regional planning/assistance entity referenced in the meeting) agreed to help the town advertise and procure an engineer. The town’s existing low/moderate-income (LMI) survey was reported as still valid through 2026, which staff said makes this a favorable year for applying.
Council members discussed using CDBG for bathroom work that would add Americans with Disabilities Act (ADA) accessibility and noted a constraint: if only partial funding is awarded, the grantor may require the project to remain within the existing septic footprint rather than allowing full demolition and replacement. Storm drainage and SCADA upgrades were identified by multiple speakers as higher-priority needs; staff said those topics will be part of upcoming work meetings and that the town will coordinate procurement, web-grants registration and a public hearing in early January.
