Council authorizes contract up to $10,000 to amend TIF District No. 11 following annexation

The Marshfield Common Council on Feb. 25 authorized the city administrator to execute a contract with Cedar Corporation for professional services not to exceed $10,000 to amend Tax Increment Financing (TIF) District Number 11.
City Administrator Steve Bark explained that TIF District No. 11, created in 2016 in the southeast part of the city, was originally established to support utility extensions and development in that area. Last summer the city annexed 10 acres from the Town of Marshfield; iState plans to relocate operations into the annexed area, and staff proposed expanding the TIF district boundary to encompass the annexed land to preserve the option of providing infrastructure or development assistance if needed.
Bark said no request for assistance has been made by the developer at this time, but amending the TIF project plan requires a process under state law, including joint-review-board meetings and a public hearing. Because the former development-services director who authored the original plan is now with Cedar Corporation, staff recommended engaging Cedar Corp to perform the amendment work for an amount not to exceed $10,000. The motion, moved by Alderman Giles and seconded by Alderman Tompkins, passed as recorded in the meeting minutes.
