Wallsburg gets green light to bid City Park Trail; Main Canyon Road design advances

At its Sept. 5 meeting, the Wallsburg Town Council received two project updates: a design and environmental review for Main Canyon Road and an unexpectedly low set of bids for the City Park Trail that the Utah Department of Transportation (UDOT) awarded to a contractor.
Town project staff reported that design work for Main Canyon Road is ongoing and that archaeologists will inspect a historic irrigation ditch in the coming week as part of the environmental review; the environmental clearance is a prerequisite for bidding. Staff said the team expects to finish design tasks and advertise the Canyon Road project in the coming months so the town can move that project off the list and become eligible to apply for other funding.
The council also heard that the City Park Trail project drew seven bidders, six of which were within 10% of the engineer’s estimate; the lowest bidder came in at about 58% of the estimate. UDOT awarded the contract to Geneva, and staff said the town expects a notice to proceed in roughly 10 days. With the low bid, UDOT funds the town no longer needs will revert to the state and the town will retain contingency funds that staff estimate at about $50,000 to add features such as benches and trees that were trimmed from the original application.
Council and staff discussed scheduling to allow asphalt work before colder weather and noted a completion expectation by Oct. 31 with a contractor goal of about 25 working days once mobilized. Staff said they will coordinate a preconstruction meeting and discuss restoring some park amenities that were removed to meet earlier budget estimates.
The council did not take any votes on either project at the Sept. 5 meeting; staff said a construction contract and notice to proceed for the City Park Trail are expected within weeks and that additional design milestones for Main Canyon Road are planned before formally advertising that project.
