Scott Larson reported on a statewide broadband meeting and said an application deadline is in early December for grant funds that are likely to be available in 2026 for construction. Larson said an entity other than Utah Broadband had already filed a preliminary application to place fiber into Wallsburg; private providers and local contractors offered to assist the town in planning and deployment.
Council members discussed two common options: town-owned infrastructure that would be leased to competing internet-service providers to keep retail competition, or allowing a private provider to build and operate fiber. Speakers said municipal ownership could preserve competition but would require administrative capacity and ongoing operations; council members stopped short of selecting a model and said they would evaluate partners and permit issues. Staff said permitting and right-of-way access can be a major cost and schedule driver for fiber projects.
Council members reported contacting individuals experienced with prior local projects and noted retired school-district staff member Carl Buchanan had helped put the original fiber route in and was available to advise on permitting issues.
No formal action was taken; staff will pursue information about the December grant deadline and potential partners and will return with options for council consideration.
