The town discussed the trade-offs between town-owned infrastructure (which could be leased to ISPs to preserve competition) and privately owned builds; council members said town ownership would be ideal but noted resource and management constraints.
Permitting and right-of-way access were called a significant barrier to fiber deployment; the council discussed using prior experience with school-district or regional fiber negotiations to reduce costs and avoid expensive third-party leases. The presenter said money awarded in the current funding round will probably be available into 2026 and that the town’s application would need to be completed by Dec. 1.
