Councilmember Scott Larson and several residents described four problem areas where culverts and historic ditches have been filled in, creating repeated washouts and soft road sections. “There was a ditch system that gathered up all of the water in this town,” one resident said; council discussion traced how pressurized irrigation and yard improvements over time have removed historic open ditches and left nowhere for stormwater to collect.
