County Manager Carlos Tobar told the commission that GDOT representatives visited the county in late 2024 and that the board had previously met GDOT in 2015 about utility relocation on Highway 49. Tobar said the 2015 memorandum of understanding said the county would not be required to pay to move utilities on the state highway; he asked that the MOU be attached to any new letter of support to avoid reopening that issue.
Commissioner Hall moved that the commissioninclude the 2015 MOU with the boardsupport letter and request that GDOT install a traffic signal at the intersection discussed with DOT staff (referred to in the meeting as Adam Memorial Drive and Hartsville Road). The motion was seconded and the board voted in favor; the chair then called for a separate motion to table the resolution until the County Manager could update the language and attach the MOU. That motion to table was also approved unanimously.
During public comment and commissioner discussion, residents and commissioners raised concerns that some property owners had been subject to eminent-domain actions tied to the project and asked what would happen if GDOT later cancelled or delayed the work. Tobar and commissioners said GDOT had indicated funding and scheduling challenges and that the requested local action was intended to keep the project active on GDOTlists.
The boarddid not direct county funds to pay for GDOT utility relocation in this meeting; instead the record shows commissioners wanted the 2015 understanding attached to the support letter so the county would not be asked to absorb those costs. The formal resolution text was tabled pending staff revisions.
