The Muskogee City Council on Feb. 24 approved a revised ground lease for a privately owned hangar at Muskogee‑Davis Regional Airport between the City of Muskogee and Ronald and Kimber Thomas. The lease was described to the council as a 20‑year ground lease for an existing private hangar on city property.
City staff told the council the lease rate is 25¢ per square foot and that increases will be tied to the consumer price index; staff also said the CPI adjustment language was changed to match the city clerk’s standard so lease increases align with other city CPI adjustments. A staff presenter summarized: “The lease rate is 25¢ per square foot, with a increase based on the CPI.”
City staff recommended approval, a motion and a second were made, and the council approved the lease by roll call with all voting members present voting yes. The approval was recorded on the public roll call and noted as passing.
What the vote means: The lease will be executed consistent with the ordinance and staff statements; city staff said that standardized CPI language will allow the city clerk’s office to apply the same CPI methodology used elsewhere in city contracts. No financial incentives or additional terms beyond what was described in the meeting were read into the record.
Ending: Staff indicated readiness to answer follow‑up questions and will proceed with finalizing the lease paperwork.
