County agrees to forward $550,000 to City for Mary Vinson Library renovations

Baldwin County commissioners unanimously approved an intergovernmental agreement with the City of Milledgeville and the Twin Lakes Library Board to forward capital funds for renovations at the Mary Vinson Memorial Library.
County staff said the parties had a 10-year agreement under which the county was to set aside $96,000 annually (a $960,000 total) and that, to date, the county has reserved $352,241 for the fund. The city’s portion of the reserved funds was reported as $259,085. City officials asked the county to forward additional funds so the city could complete the renovations now rather than waiting through the remaining set-aside period.
Under the proposal presented to the board, the county would add funds to bring the city's immediate total to $550,000; the city would forgo an additional $170,000 that otherwise would have been due over the remainder of the original period. County staff told commissioners that advancing the funds now would produce a roughly $160,000 savings for the county over the long run.
A commissioner asked for an exact dollar amount; county staff provided the accounting breakdown above during discussion. A motion to approve the intergovernmental agreement carried unanimously.
County staff said the agreement satisfies the 10-year set-aside requirement and that the City of Milledgeville and the Twin Lakes Library Board had signed the IGA before the board's vote.
