Cultural Commission asks staff to draft bylaws outline; commissioners to provide priorities

The Cultural Commission continued work on updating its bylaws and asked city staff to prepare a draft outline for commissioners to review and fill in. Discussion on Feb. 24 centered on how the commission should identify mandatory legal requirements and which procedural matters should be left to local preference.
Commissioners said they had been asked to pick the bylaw provisions they considered most important and return them to staff as homework. Staff recommended the outline include two categories: required items (for example, items imposed by the Open Public Meetings Act and city ordinances) and discretionary items (procedural preferences such as use of Robert's Rules). A staff member said the planning commission had identified gaps in its bylaws and that the Cultural Commission could avoid similar oversights by including a short list of state and city authorities in the final draft.
Commissioners raised collaboration and process concerns: because commissioners may not work together outside of public meetings without running afoul of open-meetings rules, staff suggested the commissioners could either send prioritized items individually to staff for consolidation or form a formal subcommittee that would meet publicly. "We can mock up a set for you to work off of," a staff member said. "We can offer you a quick outline of, like, here are the things that are required. Here are the things that you should attend to, and then everything else that... you can choose to put in or not."
The commission set an internal timeline for the work: commissioners will submit their priority items to staff and staff will incorporate suggestions and check planning-commission updates; the draft outline will be prepared for the next commission packet. Commissioners noted that staff must compile materials in time for packet deadlines, and staff flagged that the commission's packet schedule requires some items to be completed earlier to allow staff time to prepare materials for council review if necessary.
Next steps: commissioners to email staff their bylaw priorities; staff to prepare an outline and compare planning-commission revisions and relevant ordinances for the commission to review at a later meeting.
