Regional Climate Action Plan and McKinleyville Town Center EIRs move toward review; lighting workshop set for March 20

Humboldt County planning staff told the commission on March 6 that the environmental-impact report for the county’s Regional Climate Action Plan (RCAP) is now out for public review and that an EIR for the McKinleyville Town Center is nearing release.
Director Ford said commissioners should have received a link to the RCAP EIR and that the McKinleyville Town Center EIR is in final proofreading with staff aiming to release it within about one to two weeks, after which a 45-day public review period would follow. Ford said the Planning Commission would likely review the documents in May or June and that the Planning Commission’s role would be to make a recommendation to the Board of Supervisors.
Ford also said the planning division is scheduling a lighting-ordinance workshop for the commission’s regular meeting on March 20; a noise ordinance project is further behind. Regarding public engagement on EIRs, Ford explained that staff generally prefer written comments for EIRs because the responses must be captured and addressed in the administrative record: “And so it's better to let people provide written comments so that the comments are stable. You know what the comments are. You know what you're responding to. You can provide a logical comment to something people can see what was actually written because the written comments are included in the final EIR.”
Staff said there would be a public hearing on the EIR and the Regional Climate Action Plan and that the Planning Commission would have substantial opportunity to review and weigh in before the Board of Supervisors considers certification.
