Construction update: Wayside middle, Eagle Mountain High punch list and water issue stall one middle-school timeline

Cleet Welch, staff member, briefed the Eagle Mountain‑Saginaw ISD board on Feb. 24 about campus construction progress and scheduling risks tied to water access for a not-yet-built middle school.
Welch showed drone and site photographs of Wayside (middle school) construction — concrete pours, insulated concrete forms, decking and storm-shelter work — and said weather had briefly delayed some concrete work. ‘‘You can see a lot of ICF. You see, the aerial of the decking, the joist, and the storm shelter,’’ Welch said. He said the Wayside site was moving toward punch-list and that a 11-month walk-through would occur in about three months.
On the Stephen G. Newcomb Middle School project, Welch told trustees the district cannot finalize the construction schedule until the water supply issue is resolved. ‘‘What we really were trying to pull kids off Wayside with middle school set with Stephen G Newcomb Middle School. Middle school 7, but we're not able to start that construction because, what Fort Worth said, ‘oh, by the way, you can't have the water,’’’ he said. The superintendent and staff said they had a re‑scheduled meeting with the Fort Worth commissioner and were engaging county officials to pursue both temporary and permanent water solutions; discussions were described as ongoing.
Welch also reported the district is finalizing a memorandum of understanding with the YMCA related to Eagle Mountain High School amenities, reported progress on marquis installations at Boswell and Chisholm Trail high schools, and said work continues on the final design for a proposed field house component to an athletics project. He said a more concrete cost and timeline update for the field house would likely be available next month after the district determines the funding that will be available from interest savings and other sources.
Why it matters: Water availability and infrastructure phasing affect when major school projects can proceed and when redistricting and capacity relief will be available. Trustees discussed minimizing student disruption during redraws and using minimal adjustments where possible so families experience a single change.
Board action: Trustees were updated; no construction contracts were approved at this discussion. Welch said the district continues to work with the city and county and will return with schedules and funding details as they become available.
