Committee approves construction management agreement for Kelly Place stormwater project

The City of Monona Finance and Personnel Committee on Monday approved Resolution 25-2-2777, authorizing a $60,000 agreement for construction management services for the Kelly Place stormwater improvements project. The committee voted and the clerk recorded the motion as passed.

Staff described the project as one of the final phases of the city's stormwater improvements to meet pollution-control standards. The work — previously described in preliminary design as "reach 64 phase 2" — is located in the Kelly Place right-of-way between Midmore Road and McKenna Road. Staff said the right-of-way is about 350 feet long and 60 feet wide and was reserved for a street that was never constructed.

Staff reported the overall project cost at $1,860,000, and said the city has $1,150,000 in awarded grant funding toward the work. Staff clarified that this funding is reimbursement-based; the city will pay project costs upfront and apply for reimbursement. Staff indicated construction is expected to occur this summer.

Planned site features include a new meandering pathway across the right-of-way, informational kiosks that will explain the underground stormwater facility, and a split-rail fence along the edges. Staff said the design will place the stormwater facility underground as a wet pond rather than a surface facility to reduce neighborhood impacts and maintenance costs.

The public works committee recommended the construction management agreement to council on Feb. 5. The finance committee approved forwarding the agreement as presented; no amendments were recorded during the meeting.
