Planning staff presented multiple land-use items during the work session, and several were set to proceed to public hearings or return to the voting meeting.
Beth Garmon summarized item 6, a request concerning 5552 Bogus Road to rezone to a planned residential development for a 15-lot subdivision. Garmon said the item had been tabled at the Jan. 9 voting meeting and that the applicant made no changes to the application since then. Commissioners asked whether prior approvals restricting use to people with disabilities would prevent conversion to apartments; planning staff said the previous application contained language about residents with disabilities and caretaker families and that planning would not approve a land-disturbance permit allowing conversion to conventional apartments without returning to the board.
Item 7 was a request to amend conditions of zoning for 6000 Wellspring Trail for an established nonprofit support facility serving the adjacent Bogus Road property. Garmon said the Planning Commission recommended approval with nine conditions and that five people had opposed the Bogus Road application at the planning commission meeting; Garmon recommended the Wellspring Trail item be heard regardless of Bogus Road's outcome.
Garmon reviewed a revised site plan for a Ridge Road mixed-use rezoning (address shown as 0 and 4435 Ridge Road). The revised plan reduced apartment units by 21 and added about 11,500 square feet of commercial space; planning recommended approval with 26 conditions. The board had not yet held the public hearing on that item.
Separately, staff flagged a withdrawn application for a proposed truck terminal at 2017 Athens Highway and reviewed a request to permit a manufactured home more than seven years old at 3243 Hall Drive, for which planning recommended approval and provided a structural engineer's report verifying suitability for relocation.
Most items were discussed at a work-session level and were set to proceed to public hearings or to the upcoming voting meeting as appropriate.
