Committee hears bill to create U.S. Naval Academy license plate; revenue to veteran stewardship account

The House Transportation Committee on Feb. 25, 2025 held a public hearing on House Bill 1050, which would create a United States Naval Academy special license plate and deposit revenue into the state veteran stewardship account to support programs for veterans and their families.
Sandy Meyer, staff to the committee, said the plate would follow the Department of Licensing’s special-plate process and summarized the fiscal note. Meyer said the bill takes effect Nov. 1, 2025, and that the Department of Licensing’s fiscal estimate mirrors other recent special-plate proposals: roughly 2,000 original plates and 1,000 renewals projected in the initial biennium, an estimated 0.1 full-time equivalent for DOL staffing and an initial cost of about $47,000 for the 2025–27 biennium and ongoing biennial costs of about $34,000. The Department of Corrections estimated operating expenses and Correctional Industries revenue tied to production in the low thousands.
Representative Clyde Shavers (10th District), a U.S. Naval Academy graduate and the bill’s sponsor, said the plate would provide recognition for academy graduates and supporters and help benefit veterans’ welfare. "This initiative is a meaningful acknowledgment and recognition of the vital role of our naval academy that plays in terms of shaping our leaders to serve our country in the Navy and Marine Corps," Shavers said.
Committee members asked clarifying questions but did not take a recorded vote; staff said the fiscal note and historical purchase data support the projections and the hearing record was closed.
