Council received Phase 1–2 zoning amendment package; Commission to prioritize later phases

At the Feb. 18 Planning Commission workshop, staff reported that a recent city council hearing on Phase 1 and 2 of the city's zoning amendments "went rather well," with no adverse comments recorded, and that council will consider the materials and information at a future meeting.
Simon Bongelo, planning manager, and Jerome Skrankowsky summarized the presentation to council and said they will shift to planning work on Phase 3 and 4, which together include roughly 14 to 16 potential amendments. "We'll be evaluating, or prioritizing what the immediate needs are," Simon said. He and Jerome said some amendments already exist in draft form while others require additional drafting and public outreach.
Commissioners discussed the scope of later changes, noting that any significant map rezoning (for example, converting large industrial parcels in the MC district to residential) should be tied to the comprehensive plan. "If we're going to be making a change going from commercial or industrial to residential, we should have justification behind that," one commissioner said. The commissioners flagged public hearings, neighborhood meetings and potential objections as likely during rezoning.
Commissioners also reported informal positive feedback from others who attended the council hearing. Wayne Dealer said he had spoken with David Hunter, who "thought it was very positive." Staff said they will present a prioritization of Phase 3 and 4 items at a future meeting and continue to coordinate with council and other bodies.
The commission tentatively set its next regular meeting for Feb. 25 at 6:00 p.m. and its next workshop for March 18 at 5:30 p.m. Chairman Wayne Dealer also announced Commissioner Christopher Tropte's resignation and asked members of the public to contact the city council office with applications for vacancies.
Commissioners asked staff to return with details on proposed amendments and community outreach plans before making substantive map changes.
