Lakeland Healthcare Center work advances; county discusses drainage, permits and CIP sequencing

County construction staff told the Walworth County Public Works Committee on Jan. 25 that demolition and early-construction work at the Lakeland Healthcare Center is underway, but one storm-sewer permit from the State of Wisconsin remains pending.
Nicole, a construction staff member, said the project team had begun demolition and secured most permits, but the storm-sewer permit review was scheduled for Feb. 18. “We received the plumbing permit. We received the DHS permit. We did not get the storm,” Nicole said. She added that part of the submittal process involved coordination with the City of Elkhorn.
Why it matters: Permitting affects schedule and bidding. The committee’s discussion also covered drainage adjustments to newly created courtyards at Lakeland, planned bidding for the government center utility and parking-lot work, and other county capital efforts that will feed into the 5-year CIP.

- Lakeland Healthcare Center: Nicole said demolition started where early permits were in hand; storm-sewer review by the State of Wisconsin was expected on Feb. 18. She described courtyard work to extend storm sewer and correct ponding so the future, enclosed courtyards will have positive drainage.
- Government center and parking: Staff said a utility and parking-lot project will be advertised for summer work with bids out in February.
- Sheriff’s office hot-water system: The county re-bid a hot-water heater and cabinet unit after the initial bid came in over budget and one bidder indicated an erroneous entry; staff said they hope a re-bid will attract a compliant bid within budget.
- Capital improvement planning and equipment strategy: Staff described a kicked-off CIP process to develop scoping and cost estimates for department requests and an equipment working group tasked with a 10- to 15-year equipment strategy; outputs are due around June.
- Stormwater pollution-prevention plan (SWPPP): Staff noted an unbudgeted SWPPP update will be required in 2025 and is typically produced by an outside engineering firm.
What staff emphasized: Rich, presenting the director’s highlights, said county staffing levels had improved and noted ongoing inventory work for noncapital assets to improve accountability. On winter maintenance, staff reported lower-than-average storm activity and reduced salt use this season.
Next steps: Staff will follow up on the storm-sewer permit with the State of Wisconsin, continue bidding for the roof and exterior repairs at Lakeland and re-advertise the sheriff’s hot-water project. The CIP process will continue through departmental scoping meetings.
